To make your mouse wheel work, make sure you specified imps/2 as your mouse protocol in you X configuration:

Option       "Protocol" "imps/2"

Additionally add the following into the same InputDevice section:

Option       "ZAxisMapping" "4 5"

Restart X and your whell should work.
